The Halycon Institute, founded in the early 1950's as the question of mutants began to arise as a speculation, later to be confirmed in the 1960's, has re instituted their 'Mutant Index', a tool mirrored after the famed 'Doomsday Clock' regarding nuclear annihilation. Funding and interest for the institute ran out roughly with the passage of the Metahuman Rights Act, forbidding the registration of mutants and affecting the BSA.

"We feel that history is repeating itself. When public figures such as the Reverend Stryker can consume the airwaves without impunity, we feel that this is an equation worth watching." The report is not all bad news, however. The scale runs from -10 to 10, with the result currently set to 5. There was a brief ceremony as that number was moved down to 4.

"We plan to issue a report once a month or so. We use a variety of methods, including polls, examination of the content of news articles, and formal actions by world governments. Obviously this number does not represent all nations, but what we feel is the tone of the world at large, with an emphasis on the G20." Criticism of the methodology of the institutes action in the past is one of the reason the institutes funding initially dropped off and interest in the clock receded.
