The BSA is a government-run group with many roles to balance. Most famously, it regulates the activities of superheroes. The group also enters convicted superhuman criminals into its registry, much like certain other government organizations, and where necessary offers assistance in the incarceration of super-powered criminals. Apart from its media-saturated image as the regulators of officially supported superhero activity and overseeing the handling of so-called "super-villains," the group is also dedicated to protecting the human rights and welfare of any superhumans--including those widely known as mutants and metahumans, as well as those with extraterrestrial genetics and other "genetically divergent" beings.

Following the 2012 bombardment of Genosha, the US government passed a number of constitutional amendments. These explicitly granted full civil rights to metahuman citizens and legal alien residents, including mutants, extraterrestrials, and other "genetically divergent" beings. The Bureau of Superhuman Affairs was formally established, offering voluntary registration of heroic identities in exchange for legal deputization, protection against litigation, and access to various law-enforcement resources, such as police databases, crime labs, etc. Private identities were not required, and heroes could choose to operate unregistered as long as they followed the Guidelines for Superheroic Activity.
