Information
Name: Steve Rogers Captain America was the world's first superhero. Back in the 1940s, he was everywhere -- newsreels, films, comic books, even trading cards. More importantly, he was overseas, helping the Allies take the fight to the Axis and their villainous ilk... at least, until the world thought him killed in action.

After nearly seventy years frozen in ice, Captain America has returned to a world that kept marching on without him. He's still a good man and an accomplished soldier... but World War II is over, and he's trying to make a place for himself in the world he's got.

Background

Steve Rogers. Asthmatic, scrawny, flat-footed Steve Rogers had the heart of a lion somewhere in that pigeon chest. The Serum magnified that, making him the man on the outside that he was on the inside. There's a reason Dr. Erskine picked him, and there's a reason beyond the Serum that he became so famous an icon as Captain America: he really stood for everything good about America. Everything Americans wanted to see themselves as, everything Americans wanted to be seen by the world as, Steve Rogers really was. Brave. Generous. Gentle. Strong. Self-sacrificing. A mighty leader. The champion of the common man.

He battled not just the Axis but HYDRA, the secret organization that inspired and bankrolled the Nazi regime. They were the power behind the throne, and he was there to stop them in their tracks. And he did, too. He dealt them blow after blow until he managed to hijack a plane loaded with weapons of mass destruction headed for the United States. Unable to bring the plane back and unwilling to threaten others with its nuclear payload, he crashed the ship into the frozen sea far from any populated areas. But the Super Soldier Serum prevented him from dying in the ice: he's remained in suspended animation since, waiting for a country that needs him again.

Abilities

Gear: Armor (4)

Cap's body armor is flexible as cloth but can withstand most small arms fire as well as heat and electricity.

Skill: Combat (7)
Cap has been well-trained in combat. He specializes in an American style of judo but has a natural affinity to most weapons, even those he isn't trained with. He's best at and best known for his shield, but he can throw one heck of a punch and is capable of using a gun.

Power: Endurance (6)
Does not actually get tired.

  • Limitations: Still does need sleep.

Skill: Leadership (8)
Cap could rally a group of /enemies/ around himself. He is the very image of inspiration and determination.

Gear: Shield (10)
The vibranium alloy shield for which Captain America is so famous. It -- paradigmatically -- cannot be broken. When used as a shield, it can protect the wielder and anyone he's shielding from any projectile, energy blast, explosion, et cetera. It could protect from the concussive force of a nuclear blast if not the actual radiation. It can also be used as a projectile weapon, and Cap is an expert at richocheting it off anything solid to get it wherever he wants it to go.

Skill: Tactics (9)
Cap is an excellent tactician, rivaling the finest on this or any other world. His skill is enhanced by the Super Soldier Serum, and while he is not necessarily much more intelligent than the average person he *is* a better tactician than nearly anyone. With enough lead-time, Batman might outdo him; on the fly, however, nobody does it better.

Power: Unreadable (-)
Steve has no physical "tells" betraying when he's going to throw a punch or whether he's feinting. He has the perfect poker face.

  • Limitations: Does not block psychic abilities.

Advantages

Advantage: Art

Sketching. It's not well known, but Steve is a moderately accomplished artist with a lighthearted style all his own.

Advantage: Languages
Foreign Languages. Conversant in German, Russian, and French.

Advantage: Reputation
Living Legend. He's the nation's first superhero -- at least, the first who got that moniker. Lots of people grew up with him as a comic and movie character, and many others grew up with stories of their fathers, grandfathers, and uncles and the like meeting the famous Captain. He's the ultimate Good Guy. His reputation is at least as unblemished as Superman's -- more so, in fact, given that he's had decades of hagiography. He died a martyr's death for his country, any flaws he might ever have had were smoothed over in movies and comics and newsreels, and now he's back like an American King Arthur.

Advantage: Resources
Military pension. Specifically, a military pension that's technically been building since the Forties. Unless someone wants to claim he was AWOL in that iceberg, he has a fair amount of funds coming to him.

Advantage: Soldiering
Super Soldier. Can give and take orders, is comfortable in military environments and in using military hardware. Capable of minor to moderate levels of espionage -- he's no James Bond, but he doesn't have a problem with lying for the right reasons. Still bears the rank of Captain.

Advantage: Training
Excellent teacher. As good as he is at fighting and the like, Cap is also skilled at teaching and inspiring students to reach their highest potential.

Flaws

Flaw: Idealistic

Cap's physical attributes weren't the only things enhanced by the Serum. His sense of right and wrong, and his dedication to justice, were also honed to a fine point. Steve is a good man who wants to believe that every person has at least /some/ good in them, and this has come back to bite him more times than he'd like to admit.

Flaw: Man Out of Time
Anachronism. The last thing Cap remembers is 1945. He doesn't even know if we won the war, let alone whether Lex Luthor is a good guy, and even by the standards of his /own/ time, Steve Rogers was never, ever cool. The world and his own country have marched on while he was sleeping, and it's doubtful that Cap will ever truly catch up.

Flaw: Reputation
Good Guy. At best, the villains think he's a joke. At worst, even relatively decent people look at him and see him as embodying the worst excesses of American greed, paternalism, and expansionism. There's a downside to being a living legend, and that's not even the half of it. He has to be perfect. He's untouchable: the very essence of what it should mean to be an American. He's a saintly figure in many eyes, incapable of weakness or fear or doubt. In public, he always has to be On. He can't crack a dirty joke. He can't even say a four letter word. EVER. As much as people look up to Superman, they could understand a less than saintly hero there. But everything Cap does will be analyzed microscopically. One wrong word could rock the nation. It's probably why he's still on ice. Just by living and by being a symbol, Cap is a powerful force.
