Agent Coulson is a field agent for SHIELD who specializes in support and logistics. He is privy to a wealth of classifed knoweldge and access to the vast resources of SHIELD on an 'as needed' basis. He is often tasked with briefing or consulting with Supers of all types, and is as likely to show up anywhere from the Arctic to Downtown Metropolis, depending on his current assignment.

Phil Coulson is able to requisition a wide range of weapons, gear and vehicles varying with location and prep time available and the mission at hand. He will always have his SHIELD sidearm with him (a .45 automatic) and a holdout gun (a .32 caliber snub nosed holstered at his ankle). Under extreme circumtances he is able to requisition more advanced weaponry, from shotguns to assault rifles and beyond, up to and including experimental weaponry being field tested by SHIELD, (The gun he used to shoot Loki in the Avengers Movie would be a good example of this). Currently, the most advanced weaponry he can typically get his hands on is derived from Hydra technology. He also has access to grenades and grenade launchers with regular, high explosive, smoke and tear gas rounds.

Phil Coulson is a trained special operative of S.H.I.E.L.D. As such, he is has recieved special forces level training in hand to hand combat, making him easily superior to any street punk, yet below the ability of a combat instructor. This training is a mixture of martial arts, judo, kung fu, karate, aikido and krav maga, making him especially proficient with hand fighting and grappling, less so with kicks and ground fighting. He would be on par with a Navy Seal or Army Ranger in hand fighting.

Phil Coulson is a trained special operative of S.H.I.E.L.D. This entails a wealth of skills and knowledge required for him to do his job. It includes Covert Activities (Stealth and Observation), Covert Intelligence Aquisision (Via observation or electronic means), Intelligence Anaylisis and data gathering and disbursement.

His skillset also includes a working knowledge of methods and techniques for counter intelligence, threat assessment and an ongoing knowledge of known threats from all corners of the globe, as well as a working knowledge of the methods and strategies most commonly employed by all governmental and intergovernmental agencies. As some intelligence operations occur where there are jurisdictional disputes it also includes diplomacy. It also would include other aspects of covert operations, including infiltration, recruitment, enemy systems hacking and threat assessment.

As all of this feeds into a huge bureaucracy, he is also skilled at paperwork and dealing with the bureaucracy. Often required by various missions building a team out of various people who have not worked previously together is also part of this skillset, making him an excellent team builder and leader.

Agent Coulson has extensive contacts in the U.S. Goverment, N.A.T.O Leadership, and the State Department, as well as branches of the U.S. Intelligence community.

Agent Coulson has a direct line at all times to the Director of SHIELD, Nick Fury.

Phil is a duly deputized federal law enforcement official working for SHIELD with the rights and powers and perks that go along with it.

Agent Coulson has access to vast intelligence and material resources as they pertain to his missions. He can't use these advantages for personal reasons, but in the course of his duty he will be afforded everything that can be brought to bear for the task at hand, be it, material, manpower, intelligence or transportation.

Typically he will have access to a car or jeep, depending on his environment, but if needed he is capable of requisitioning anything from a helicoptor to military aircraft of any type, from transport to bomber, figher or observation drone(s), or any naval craft required as well, ranging from Coast Guard cutter to Nuclear Submarine, for water craft. The only resource available to SHIELD that he cannot directly requisition would likely be the SHIELD Helicarrier itself, though he could be required to serve there from time to time.

As for other gear, he typically has an encrypted smart phone and tablet, with secure access to the SHIELD network. He has a nearly unlimited budget, and only has to justify his requisitions to his superiors, Maria Hill and Nick Fury. He is able to request gear and materials of all types, depending on his mission mandate, as well as support and security personell required to carry out his missions. That said, he is not a field commander and won't be directly leading large numbers of troops or agents in battle, unless there is a breakdown in command. He specializes in intelligence aquisition, support and analyisis, rather than leading a strike team. He also has the abilitiy to requisition subordinate Federal, State, and Local Law Enforcement to assist him in his missions, which get provided at varying levels of accomodation from grudging to quite willing.

Agent Coulson has access the the most complete and technologically advanced global surveillance system that any goverment has ever created. This allows him access to observation teams capable of seeing and hearing nearly anything he needs to get his job done, barring special circumstances, such as a communications blackout, or an EMP pulse, or a failure of the global satellite network.

Agent Coulson appears very average and normal, and is often underestimated or disregarded by potential opponents (and sometimes allies).

Flaws

Flaw: Emotional Attachment

Agent Coulson shouldn't get attached to the various people he works with and encounters on a daily or near daily basis, but he can't help it. He cares about them, sometimes a little, sometimes a lot, and that occasionally affects his professional judgement. It hasn't compromised a mission, yet, but only time will tell on this one.

Flaw: On Call

Agent Coulson is on call 24/7, 365 days a year. This has a profound negative impact on his social life and ability to plan for events that are not-related to his job. It will also often negatively impact his sleep patterns and prevent him from getting a full night's rest.

Flaw: Press Aversion

Agent Coulson, by training and natural tendencies has an aversion to public scrutiny of any kind, from photographs, to videos and recordings. He will never grant an interview of any kind, and will likely pull strings to have any accidental recordings of himself scrubbed from the public record. He is required by his job to keep a very low profile, something that is increasingly difficult with more and more exposure to super-heroes.

Flaw: Subject to Orders

Phil works for a recognized chain of command, and is frequently put in a position of 'no choice', where he must follow orders or face consequences, ranging from a mild reprimand for a small infraction to charges of treason and/or dereliction of duty for failure to comply with orders from his superiors. These superiors are Nick Fury and Maria Hill, and their congressional command staff that make us the shadow council that gives SHIELD its marching orders.
